I don't know what they call it in your area, but I would call Children Services and make a complaint. Usually in cases where the children have been left in the care of the grandparents and it is the grandparents have made a complaint, they are awarded temporary custody! They usually prefer to have a family member to take care of the children rather than to have the children become a ward of the state! If the complaint proves to be true and if the parents are deemed unfit parents, then usually the grandparents are awarded full custody. Please note this varies from one state to another and also it all depends on circumstances.
